March 3, 2008 - Carmen Luca Sugawara, an Assistant Professor at the Indiana University School of Social Work, has been awarded the Frank Turner Prize by the publishers of International Social Work.
The award was given for the article, "Civil society's role in promoting local development in countries in transition: A comparative study of the Philippines and Romania," published in 2006. Jocelyn Hermoso was co-author of the article.
Based on field visits and data from research, the article "compares and contrasts the experiences of the Philippines, where civil-society organizations are working to build the structures for more substantial democracy, and Romania, where civil-society organizations are faced with the challenges of rebuilding the country after reeling from the effects of totalitarian rule," the authors wrote.
The prize was created in honor Dr. Francis Turner, a longtime editor of the publication, following his retirement in 2004.
The publication reviewed all the articles published in 2006 and then selected the 'best' based on how the article reflected the scope of the journal "to explore and promote the development of international social work and also looked at scholarship, research, relevance and originality.

Frank Turner Prize, 2006
In 2004, following the retirement of Dr Francis Turner, the owners
and publishers of International Social Work agreed to award a prize
to honour his long period of editorship. This prize is awarded
annually for the best article in each volume and consists of £300
worth of books and/or journals from Sage.
The panel established to award the first such prize last year undertook
new deliberations in spring 2007 and reviewed all articles published
in 2006. It was agreed that articles selected for short-listing
should reflect the aims and scope of the journal, ‘to explore and promote
the development of international social work’. In addition, the
panel scored short-listed articles according to criteria related to
scholarship, research, relevance, originality, comparative content
and international focus. Judging has now been completed for the
award of the prize for best article in Volume 49.
We are pleased to announce that the joint winners of the Frank
Turner Prize, 2006 are Jocelyn Hermoso and Carmen Luca for:
